if they are non-game fish, which I'm pretty sure they are, you can use them for bait....

You can use game fish for bait . They use trout to fish for sturgun all the time . Just don't keep over your limit for the day of what ever game fish you are using for bait . Curt G.

I don't think there is any rule against selling them. It is pretty much the same as buying bait from Sportsman's.
I would say more power to anyone that will harvest carp and use them. Whether it is for bait, food, or fertilizer.
