Fished Bear Lake Friday afternoon off Cisco Beach. Weather was absolutely beautiful, unfortunatley the fishing was slow. Not even one bite between the three of us.
Fished on the Idaho side in a stream. Caught some fish. If you were here earlier you saw the pics. Here is the link to the proclamation for Idaho.

Those are some beautiful cutts. By far my most favorite fish. I hope they were not pulled out of any of the tributaries of Bear Lake. They are ALL CLOSED this time of year to protect them during the spawn.

These fish were caught North of the dotted line across the lake in an area which I
1) spoke with an Idaho F&G personally about and
2) confirmed with a phone call to the ID district office, as the proclamation is vague and the rules have changed on this water in the last few years.
I sincerly appreciate the rules and regulations and definitely did my due dilligence in determining that these waters are open to fish.
A brief review of the Idaho Fish and Game proclamation for the southeast region should clarify this.

If you are familiar with the area and do some simple investigating you should be able to ID the location. That is half the fun after all, I assume that is why we are all members of this site.

Idaho 2014 Regulations p33
Bear Lake
• From the mouth of St. Charles Creek for a
radius of 300 yards into the lake is closed to
fishing from April 16 through June 30
• Not more than 2 baited hooks, flies, or lures
per line.
• One line only when ice fishing. Two-lines
permitted when ice fishing with a two-pole
permit
• Trout limit is 2; only cutthroat trout with a
clipped adipose fin, as evidenced by a healed
scar, may be kept (See Page 47)
• Cisco limit is 30; dip-netting permitted
January 1 through February 15. Dip nets no
larger than 18 inches in any dimension. Any
size hole may be cut through the ice to catch
cisco
• Whitefish limit is 10
