Just got word that there is an added 5 dollar certificate on top of the15 dollar stamp. Anyone got their stamp yet? Is it true?

I went to the magna post office today to see and all that they had were duck stamps and the certificate sealed together. No duck stamps on their own. Where can I get just the stamp?
