My brother and I are headed to Deer Creek tomorrow morning, anyone have any tips on how to catch some decent fish? Rigs that work, rapalas? Dodgers? Spinners? And also where do the fish hang out?

you must have a boat if you are asking about dodgers.
rapalas? Dodgers? Spinners? they all work. I was there last year this time of year and it was not hard to find the fish.
I have not had my boat on Deer Creek because of Quagga Mussels
I don't want to take any to Flaming Gorge

Honestly anything that is biting right now. I have fished deer creek in like 10 years, not sure what to expect out there.

Assuming you are targeting trout from a boat, I have had success flat-lining Rapalas while putting some squids or trout killers down deeper behind a dodger. The general rule of thumb is that the trout are up shallower early in the season but your electronics will tell you the reality. Early in the season I usually troll slower as the fish are less active in the colder water, but you need to be moving fast enough to get good lure action. Hope that helps.
