Pontoon at Powell? Info Please

I have never been to Lake Powell. I understand that it is really big and would be better explored with a boat but I was wondering is there a place to take a four wheel drive close enough to the lake that I could access it and fish the shore line for small mouth bass? Are there smallies in the marinas or do you have to travel farther away to get into them?
