Their biggest concern when they see people transporting a live fish is that it just might end up in another body of water somewhere. They have no way to guarantee that it will end up in your pond, short of following you home.
To avoid the trouble, go to PetSmart and get a handfull of the small comet goldfish. They are about $.10 / each. Although they are small right now, they will quickly grow and can get quite large depending on the size of your pond.
$.50 spent on these goldfish is a whole lot cheaper than paying a fine if a wildlife officer decides to enforce the law on those poor goldfish caught in the pond.
