Even though Goldfish are not in the proclamation, they are still a fish. They are a nongame fish and actually are related to carp. Those big KOI fish or goldfish are actually close relatives of the carp. I know for a fact that there are a few of them in Utah Lake, since I've seen them in a pond down near powell slough and the new Orem golf course that's being built, and that pond drains directly into a canal that dumps into the slough, which drains directly into the lake. Unless they have decided to remain in the pond, a few dozen of them could have gotten into the lake.
Anyway that was beside the point. The point is, it's probably worse to have live nongame fish being carted around than live gamefish, since that's the whole problem with chubs in certain waters taking over, and the problem with carp in Utah Lake. It's best to just stick to obeying the law, cause I guarantee you if they catch you hauling a cooler or bucket with a live goldfish in it you'll be in trouble.
