I am really not sure what to think...I do believe, however, that the ESA is definitely in need of revision. I do think that TESRA's idea of giving each T&E species its own recovery plan and recovery team is very good. I also like the idea that litigation problems are being addressed by looking at the problems with critical habitat. But, in honesty, I don't know if TESRA has been brought up because of a mad politician who has his own personal agenda (Pombo) or if he really is trying to modify the ESA to help endangered species.
