If you want to catch some Brook trout, then head to Oak Creek Reservoir. Yes, brook trout are catchable through the ice -- which is the main reason for the seasonal closures on most of the lakes. Brook trout are very catchable -- or, moreso, vulnerable through the ice.
Also, yes, you can snowmachine into Oak Creek, but only when there is enough snow. Currently, you could ATV in to Oak Creek. This is a pretty rough road...
Places to stay will be a bit harder to come by. This is rural Utah, and the tourist season is pretty much over. If you are looking for a motel, make sure you call prior to planning your trip, and make sure that you find a place that is still renting out rooms. Torrey typically has a couple year-round places open.
