You make a good point, I noticed that you highlighted the words catch and angle. The key words are angle and persue. By dropping your line back into the water after you have 4 trout in your possession you are persuing and angling. Clear violation of the law.
It's not only that you cannot "catch " more than 4 trout in a day. You cannot even persue more than 4 trout a day.
Now lets tear apart possession too. If I have 20 perch in my freezer I am keeping for catfish bait at UT lake, legally I cannot fish in DC at all. I cannot fish Rockperch or Echo. If I have 20 fish in my possession that have not been cooked or prepared for consumption I would be in violation of the law by simply catching a perch even if I was not persuing perch. Same for trout or salmoniods in aggerate. If I have 4 trout in the freezer I cannot legally persue or catch a trout. If I have 3 in the freezer then I may catch 1 trout per day if I release it. If I keep 1 trout that day I am done fishing.
