Hey Majja. I do believe the rockfish season is partially restricted in Sept for that area. You would have to come down south of Pt. Conception for full enjoyment. There are no restrictions from shore though.
Maybe you could come down to Oxnard. I fish every weekend in Oxnard and could help you get set up on a nice boat with me.
You can fish from the Pier up there. Sept is a good time for Barred Surf Perch.
