While I have to respect your experience with this (although I am stunned by a Ranger's intrusion here), even though it may constitute income, there would be the offsetting expense, meaning $0 financial gain.
I'll apologize in advance if I'm wrong, but I believe no court would enforce a fine unless there were mitigating circumstances.
By all means, let's keep this up, and whip up fear of civil disobedience, and it's speculative repercussions.
