There is no law out there that contemplates that Tom, Dick, and Harry, fishin buddies, are violating the law by goin to the Gorge and splitting trip costs.
And the FG RD is not going to tell me otherwise. To do so, they would have to provide me with a Federal or State Code supporting their authoritative opinion, and there isn't one.
Refer back to my post #23: There has to be an element of (potential) gain in order to constitute a commercial enterprise, which would in turn require that commercial enterprise to be licensed.
