You could be right. I know IDAHO, goes by the coast guard rules. Most don't realize it. You also have to have a horn or a whistle.
Due to the fact I fish both Idaho and Utah, I carry the whistle all the time, plus a light of sorts although I rarely fish in the dark.
My old Caddis and the Orvis Daytripper came with a flap attached that was 12 X12 .
