With my version, a person may adjust the rod from side to side, 360 degrees, and up or down at ridiculous angles. Very versatile.
One more thing, on both of the adjustments there are what I will call "teeth" and grooves molded in the plastic, so that once adjustments are made the adjusted position sits in a locked fashion. I mention this because I would assume if the holder were designed to function as smooth hard surface on smooth hard surface, there may be some slipping, regardless of how tightly the knob was tightened.
Again, it's a pretty solidly made, functional holder for the price.
