Does anyone do any winter trout fishing?

It is just a shame, you would think they could drop nets or do something to help reduce the fish loss. I mean that like is not fertile to begin with. It will take years to get all those fish back. I just think they should take a more responsible approach to this the next time they decide to draw down the dam.
