Lower fish creek is open year arround and has been for years, upper fish creek and all other scofield tributaries are closed until july to protect the cut throat spawn. It will probably be a couple weeks until you can drop into the river through the private ground ldue to drifted areas and they generally don't open the locked gates until arround the end of may. (to protect the roads from being tore up from 4 wheel drive activity to early.) Those are the ranchers access roads. The fishing may not be great above the confluence with white river due to lower fish creek being pretty much shut off all winter (see dwr site) to refill the lake after the dam reconstruction last couple of years.
