Where are these designated boundaries or protected areas you are referring too? I've been studying wolf reintroduction since before they were introduced and have never heard such a thing.
Wolves should not be left to be wolves. They need to be managed at a level that meets the needs for the citizens for the individual states.
We don't live in the 1890's anymore. The increase in the human population in the west since then, has significantly decreased the amount of habitat that can sustain a viable wolf population without human conflict (and no I don't mean humans being attacked by wolves).
Like I have said many times, the wolf is just a tool for the eco terrorist groups to force their agenda on the rest of us, while getting rich in the process. If you look at groups involved in the current lawsuit to get wolves reinstated on the ESA you will see what I mean.
Defenders of Wildlife, Earth Justice, Sierra Club, etc, are as anti hunting as PETA. They want hunting to end, and the wolf is becoming rather successful at that. The decline in hunting permits in some areas with wolves within the three states is getting larger every year. In some areas in Idaho and Wyoming the cow to calf ratio is so low that that the elk population may not even be able to sustain itself without hunting.
Another agenda being pushed is the end to Public Land grazing. Groups like Western Watersheds, Defenders, and Earth Justice are using the wolf in an attempt to drive ranchers off of public lands. They also like the fact that the ESA gives them the power to dictate to Private Land owners how to manage or maintain thier own lands.
All of these groups are non profit organizations but they have made hundreds of millions of dollars since the '90s.
