actually a most frames of a car do get a coat of rust resistent paint...
in the case of a frame like this.. I still say unless it is rusting at weld joints where the structural integrity would be put into question I would not worry about surface rust like on peters frame...
the reason I say primer then paint is that once the rust is cleaned off you use a primer as a rust inhibitor as well as a means of bonding the paint to the frame.. generally.. if you dont use a primer.. and paint on bare metal.. the paint will peel/bubble and you end up with another rust problem...
