I have run my outboard out of water for just a few seconds and ruined a water pump (back when I was ignorant about outboards). The impellers are hard rubber that fits inside a thin stainless housing driven by the drive shaft directly from the engine. I think just putting the engine in gear with the KEY IN OFF POSITION and hand rotating the engine by the flywheel or prop directly is sufficient to rotate the water pump to clear out water. Just my un-humble opinion/observation.
