Depends on the water. From the 2011 Procs:

Quote:Dead yellow perch may be used as bait only in Deer Creek, Echo, Fish Lake, Gunnison, Hyrum, Johnson, Jordanelle, Mantua, Mill Meadow, Newton, Pineview,
Rockport, Starvation, Utah Lake, Willard Bay and Yuba reservoirs.

Doesn't seem to be an indication of WHERE the perch came from. Some waters you can only use baitfish ON that water (Cisco at Bear Lake for example). Whitebass are limited where they can be used (no pizza stripers for Willard).

Sadly (and for some silly reason) my favorite Cattin' grounds (waters) do not allow the use of perch. I've heard they have/do exist in the river system, but yet are not allowed.
Other minnows are though. So guess I'll stick to carp-strips, shrimp, and crawlers. But I'll be pitching some perchlings at Willard!
Newton and PV you're also limited to the 1" rule.
