Delta Owns the vast majority of the water rights on the Sevier River. I have family in Panguitch which struggle with watering their hay during the summer because of this. if Delta wants water Yuba is the first to get drained, period.
This is the same issue for Minersville. if the farmers need the water it goes way down. and the water gets warm and puddles form causing lots of the fish to suffocate. When i lived in Cedar City Minersville was my favorite place to catch BIG Fish! i would catch 10+ 5-10 lb rainbows every time i went.
