NO. That's called a band-aid. When a "system" is already full (ie: predators have filled the bucket) you can't simply "add more food" (ie: add more fish to the bucket). It doesn't work that way. You have to reduce the existing populations. Remember, we're dealing with species (perch, walleye, pike) that have no natural system in place to restrict their population numbers. This is exactly why these species present such problems in Utah waters. No way to control population numbers.
Shad -- you guys need to re-read some of these posts. It's not a matter of "if it would work" but a matter of "will they let us do it?". Again, when native species come in to play, introducing "new" fish to a reservoir is not an easy task...
Also, concerning water: I thought a picture might help some people get a clear picture of what the water fluctuations at Yuba look like. This is for the past 5 years:
that's not a pretty picture. It would be even worse if we looked at 10 years.
