I replaced the rivets with stainless sheet metal screws. I also squeezed a little bit of 3M 5200 silicone into each hole before screwing in to prevent water from seeping into each screw hole. So far, so good! It will be a pain if I ever have to remove said screws, but I hope that is a very long time. In the mean time, they're not going anywhere, and water is staying out.
