Aw, come on Curt. We can handle it. It's outlawed because its primary use was for chumming. Most of the old folks who chummed with corn wouldn't put any on their hooks anyway. Chumming is illegal, and therefore the powers that be have outlawed the most popular (at least in Utah) chum. If you can't use it for bait, can't be in possession of it while you're fishing, it's a lot harder to chum with.
