I think at least some of the money goes to fund people checking boats. They do actually check boats, but mainly at state entry locations, watching for people bring in stuff from out-of-state.
There was a news story on KTVB just a week or 2 ago about a boat being stopped that was infested, coming from Lake Powell. It's staffed by Idaho Dept of Ag people.
