Yes, that is a picture of Rainier from a very low water Lake Tapps area. I grew up near there and fished and swam almost daily in both Tapps and the Flume. There weren't any houses there then.
I don't live in Western Washington anymore. I am in Southeast Idaho. Not as pretty, but there is more SUN!
Do a dry fit of your fins and see which will work for you. Any of them should be okay. Some are better than others and that can be a personal choice, but all should work fine for now. You can always upgrade later if you want to.
And as I said, once you test the Fish Cat on the water, I think you will find that the seat was fine as it was.
