Strawberry and Scofield access quesion

Hello everyone! New to Utah and to BFT. I was wondering how easy it is to get to Scofield and Strawberry reservoirs without a 4WD vehicle. I'm coming from Springville. I know that right after a snow storm, it'll be a no go. But after a few days, could I get up to the reservoirs? Are the roads plowed or is it mostly snow packed? I know I won't be able to access most of the areas, but I'm just looking to be able get there and then trek out to go fishing.
