Sorry Karl, I did neglect to respond to your inquiry. I do think we'll need to keep it a Utah thing. You sure caught some toads around here! That 13lber was a hunk!
The question of reciprical waters has come up, and I haven't addressed it specifically. Flaming Gorge is one such place.
If folks have an opinion - glad to hear it. There's been talk from some of our Idaho neighbors, but part of the complexity comes where the fishing regs start changing, and hence, the fair grounds of the contest rules become compromised.
I KNOW live bluegill are a favored bait in some parts, but they aren't allowed here, live or dead (but perch are, so why is that? Guess they still are trashfish to some)
Jugging and setlines are options some place (no jugs in Utah), but we've limited the catting to rod and reel. Carp on the other hand, I wanted to open up to bows and other means of taking. Foul snagging a carp can be MORE of a challenge than a fair-hook-fight.
But the contest board is open, and you are welcome to post your catches, and join in any discussions there or on the main board. You can always post your hogs
