It reads as though if you are not anchored, you do not need the permit. From reading what Dbob posted.
#1 identifies who must have the permit and it says, "overnight occupants". If you are not an overnight occupant it reads that you do not need a permit.
The way laws are written is important in how they are enforced. #1 takes precedence in the ordinance because it occurs first and outlines the conditions that the following sections become effective under.
From the way the wording "overnight occupant" appears it defines all other aspects of the ordinance. No overnight occupant, ordinance does not apply to you.

Any problem comes because in section #2, no definition of "anchored" is given and the words "overnight occupant" which would have clarified that the section only applies to those under section 1 that are "overnight occupants" is not included.
This is what happens when ordinary people write laws, they write them wrong and have to re-write them several times to get it all right.

$15 a night isn't going to stop anything and this action only requires that a permit is had, not that the behavior of the "overnight occupants" change. This is how our government works. No reigning in of the problem, just a tax on everyone, including those that have and will cause no problem. That is who will stop coming to the lake, not the animals, the regular public that has to now pay more to not have a problem solved.
