Looks a bit like a gurgler (wooly bugger with life jacket). Used for pan fish and bass. Fished a bit similar to a popper. Does work on trout and in a pinch as a salt water fly. Fish aren't going to care what you call it or what it was supposed to be , . Let us know how it works.

Popular flies for Pyramid Lake in Nevada.
