One of the most effective methods is with Powerbait and sink it to the bottom. Then wait. The powerbait should float off the bottom 10-12 inches. Use a sinker.
If the fish are surfacing and eating bugs you can try fishing with a fly and bubble. Use a Royal Coachman or woolly bugger.
