Last ice fishing report was on the 4/7/23:

With the reports from Echo showing ice still covering most of the lake I can only assume RP has more ice because of it's higher location. Hopefully someone else can give you a first hand report but my guess is you could still ice fish it because they have been letting water out of all the lakes getting ready for the big snow melt. From this link it shows they have really been letting out water big time at RP since Feb: https://water.utah.gov/reservoirlevels/
